§ 94100. Mission.

The mission of the Multi-Agency Unified Law Enforcement Group (MAULEG) includes the supervision, detection, and disruption of narcotic and illicit drug activity through vigilance, interagency collaboration and public awareness initiatives to further support law enforcement duties to bring justice for all Guamanians.

§ 94101. Membership.

MAULEG shall be comprised of the following:

  • (a) Chairperson, Chief of Police, Guam Police Department;
  • (b) Co-Chairpersons:
  • Executive Director, POST Commission;
  • Executive Director, Fusion Center;
  • (c) Member, Director, Guam Customs and Quarantine Agency;
  • (d) Member, Chief of Airport Police, A.B. Won Pat International Airport Authority;
  • (e) Member, Port Police Chief, Port Authority of Guam;
  • (f) Member, Superintendent, Parks and Recreation Park Patrol Division; and
  • (g) Member, Chief, Department of Agriculture, Division of Aquatic and Wildlife Resource.

§ 94102. Funding.

Funding is to be determined after the initial MAULEG membership meeting.

§ 94103. Establishment of the Multi-Agency Unified Law Enforcement Group (MAULEG).

(a) A Multi-Agency Unified Law Enforcement Group (MAULEG) is hereby established, comprising law enforcement personnel from local law enforcement agencies from the island of Guam, joint federal task

forces, and other relevant agencies as deemed necessary to aid in the suppression, the importation, distribution, and selling of narcotics and illicit drugs in Guam.

  • (b) MAULEG shall operate with the objective of maintaining the safety and security of the people of Guam through a collaborative, proactive enforcement approach.

§ 94104. Oversight and Coordination.

  • (a) The Chairperson, in consultation with both Co-Chairpersons and members of the participating agencies, shall oversee the preparedness, planning, and provisions of the task force.
  • (b) The task force shall operate in accordance with the authority vested in I Maga’hågan/Maga’låhen Guåhan , as outlined in §1422 of the Organic Act of Guam. 2025 NOTE: Reference to the ‘Governor of Guam’ replaced with I Maga’hågan/Maga’låhen Guåhan pursuant to 5 GCA § 1510.

§ 94105. Augmentation of Sworn Officers.

  • (a) The General Manager of GIAA, the General Manager of PAG, the Director of the Department of Agriculture, and the Director of the Department of Parks and Recreation shall identify sworn peace officers from their respective agencies to augment the Guam Police Department.
  • (b) The Chief of Police and the identified Directors and General Managers shall meet within thirtyone (31) days of the enactment of this Chapter to determine the number of sworn peace officers to be assigned to the Guam Police Department.
  • (c) Sworn peace officers assigned to the task force shall operate under the Chairperson of MAULEG, the Chief of Police of the Guam Police Department, and adhere to GPD’s general orders, standard operating procedures, unit directives, and the laws of Guam.
  • (d) The Chief of Police shall deputize other law enforcement officers pursuant to this Section.
  • (e) The Chairperson, as well as the co-chairpersons, may request the presence of non-law enforcement agencies if they determine it is needed.

§ 94106. Salaries and Benefits.

The respective agencies shall ensure that the salaries and benefits of the affected sworn peace officers are maintained during their temporary reassignment.

§ 94107. Logistical and Equipment Support.

The government shall provide the sworn officers with emergency and first aid outfits, weapons, motor vehicles, and all other supplies and equipment necessary to carry out the mission of the Department. All such property shall remain the property of the government. When any Department property, supplies or equipment becomes surplus, obsolete, or unused, it shall be disposed of as provided by law. However, if deemed not doable, law enforcement agency directors and general managers of the participating agencies shall provide necessary logistical, and equipment support to efficiently and effectively carry out the provisions of this Chapter.

§ 94108. Training and Supplies.

The Chief of Police shall ensure that all reassigned sworn peace officers receive the required training from the Guam Police Department to effectively carry out their duties under this Chapter. All other funding needed for training and supplies shall be determined under § 94102 of this Chapter.

§ 94109. Authority and Duration.

(a) Sworn law enforcement personnel assigned to MAULEG shall discharge their duties and responsibilities in accordance with relevant sections of the Guam Code Annotated and federal laws. (b) GPD uniformed manpower requirements for the jurisdiction of Guam in consideration of size and population is five hundred twenty (520) personnel. (c) This assignment shall take effect upon ‘officers on the beat, officers on the street.’ If GPD cannot maintain a manning requirement of three hundred sixty-four (364) uniformed officers, or seventy percent (70%), for shift requirements, MAULEG will be immediately activated and remain in effect until recommended to cease by the Chairperson, and approved by both co-chairpersons, when the need for augmentation is no longer required.

§ 94110. Reporting.

MAULEG shall submit reports on its activities and achievements to the Office of I Maga’håga/Maga’låhi , I Liheslaturan Guåhan , the Office of the Attorney General of Guam, and to the people of Guam via written and electronic notice. (a) Timeline for Submission. MAULEG shall submit its report no later than thirty-one (31) calendar days after the activation of the task force. (b) Content Guidelines. The report submitted by MAULEG shall include, but not be limited to, the following:

  • overview of activities undertaken during the reporting period;
  • achievements and milestones reached; and
  • any other information deemed relevant by MAULEG. (c) Design Guidelines. The report submitted by MAULEG shall adhere to the following design guidelines:
  • clarity and comprehensibility for the general public;
  • use of visual aids such as charts, graphs, and tables to enhance understanding;
  • accessibility in both written and electronic formats; (4) compliance with applicable laws and regulations regarding data protection and confidentiality; and (5) consistency in formatting and presentation across different sections of the report. 2025 NOTE: Reference to the ‘Governor’ replaced with I Maga’håga/Maga’låhi pursuant to 5 GCA § 1510. Reference to the ‘Guam Legislature’ replaced with I Liheslaturan Guåhan pursuant to 2 GCA § 1101.

§ 94111. Confidentiality of Records.

Names, photographs, records and police reports compiled under this Chapter are confidential and exempt from public inspection except:

  • (a) as ordered by a court; (b) as required or provided under the ‘Freedom of Information Act’ or the ‘Sunshine Act’; or
  • (c) as required or provided for under federal law.
